The Housing Program offers affordable products and services specifically designed for the Native Americans from the four Tribes located in Maine—the Passamaquoddy Tribe, the Penobscot Indian Nation, the Houlton Band of Maliseets, and the Aroostook Band of Micmacs. The Housing Program is organized into two departments: Housing Lending and Development Services. A brief description of each department with staff contact information follows. Housing Lending Department: Housing loan products are available for improvement of residential housing at the lowest possible cost to benefit low-to-moderate income borrowers. All of our housing loan products carry an affordable fixed interest rate and conventional terms. Our energy efficiency loan products offer discounted interest rates to offer an incentive to borrowers to invest in energy saving home improvement projects and products. Housing Development Services: In October of 2008, the Housing Program began a two-year restructuring project that resulted in the establishment of our “Development Services” department. This department now has dedicated staff members focused on the development and facilitation of a wide array of home-buyer readiness training and general financial education services. Development Services are offered in a one-on-one counseling format as well as in a class-style group setting. Staff members bring these services directly to the five tribal reservation communities, and are also available for consultations via telephone. We currently offer the following Development Services:
The restructuring of the Housing Program has created a greater capacity to assist individual tribal members—and Maine tribal communities as a whole—to reach their financial goals, to improve the general level of financial independence and move toward greater financial stability through financial skill-building programs. For example, our “Goal Setters” Training utilizes an adapted curriculum that incorporates traditional Native practices as the foundation for building personal financial literacy.
